Application Process
The 2026 Student Organizations Funding Application is now open.听 The undergraduate application will close on听March 2 at 11:59 pm听and the graduate/professional application will close on听March 6 at 11:59pm. Students are encouraged to听听to assist with reviewing applications and recommendations.听 This application closes on Feb 13.
In order to access the Student Organization Funding application, first login to your Anchor Link account. Then, go to your organization鈥檚 Anchor Link page and click on 鈥淢anage Organization鈥 in the top right corner. Once you have done that, navigate to the 鈥淔inance鈥 tab. You will then see a blue button in the top right corner called 鈥淐reate New Request鈥, click on that and then select 鈥淐reate Budget Request鈥. Here you will find the 鈥2026-27 Student Organization Fund Request鈥 budget form.听Please note that there are two separate forms for undergraduate and graduate/professional organizations.
All the necessary instructions are provided right on that page, so please make sure you read those before moving forward. Additional information on how to fill out the application can be found in this听. Only organization presidents or treasurers should be completing and submitting the form.
Please remember this application is a budget proposal for the upcoming year (2026-2027). We ask that you fill out the form assuming your organization will be able to conduct all events as normal in the upcoming year.
- Undergraduate and graduate/professional听搁别驳颈蝉迟别谤别诲听厂迟耻诲别苍迟听Organizations (RSOs) are eligible to apply for Student Organization Funds in the spring semester of each academic year.
- The funding granted in the spring is applicable the following academic year (year in which the funding would be used).
- Information about the Student Organization Fund can be requested by e-mailing听studentservicesfee@vanderbilt.edu.
- Groups are required to keep detailed records (including tracking attendance through Anchor Link events) of each expenditure for each event in order to apply for Student Organization Funds.

Distribution
- Student Organization Funds are distributed to听RSOs that received an allocation from the Student Organization Funding Committee.
- Organizations receive their full allocation in the fall semester.听 Only one allocation will be made this year.
- Please refer to the asynchronous Treasurer Training for information and guidance on spending.
Note: Funding can only be distributed to student organizations with a task number.

Criteria
- The student organization must be an RSO (not a student-led department, initiative or other kind of Non-RSO).
- In general, Student Organization Funding is allocated to student organizations that sponsor events open to the entire campus;
- For more detailed criteria, go to the听听and view the 鈥淒ocuments鈥 section.

Restrictions
- Requests to purchase or supply alcohol or tobacco to students.
- Requests for programs, which exclude participation or membership to segments of the 黑料社区 population, or where certain groups of students are not fully included in the event.
- Requests to fund charitable donations or expenses intended to directly and solely benefit non-黑料社区 students or agencies;
- Requests for funding to directly maintain or establish a reserve or cover another RSO鈥檚 financial deficit.
- Up to $3,000 may be used for internal operational expenses (Printing, membership t-shirts, retreats, GBM food, etc.).
- Requests to fund travel, unless it is core to the mission of the organization.

Best Practices
Suggestions to reduce operational expenses and maximize future Student Organization Funding:
- Maintain an ongoing record of expenses and revenues for your organization throughout the year. This will make completing the application easier, as well as help you properly budget each year. Your finances will be updated in Anchor Link on a weekly basis.
- There are plenty of spaces to meet on campus that can be reserved free of charge, including meeting rooms and classrooms. Contact Student Centers听to reserve space.
- Some less costly advertising options are: VSG Newsletter, Instagram and other social media.
- Spend responsibly. Be sure you get multiple quotes to get the best pricing.
- Fundraise throughout the year and utilize outside sources of revenue to fund long-term purchasing goals.
- Collaborate with other student organizations whose initiatives may align with your own.
- Prepare for next year鈥檚 application process by saving all receipts and keeping a running total of event costs.
- Organizations are required to input all events in Anchor Link and track attendance at those events. Untracked attendance for events or programs that use SOF funds may result in losing the opportunity for SOF funding in the future. This information is used to evaluate your organization鈥檚 annual application for SOF funds.

How to Spend Student Organization Funds

How To Charge A Non-Greek Student Organization
In order to charge a non-Greek student organization, you will need to input the organization's student task number in Oracle, our finance software system.听
If your organization is not listed and has a task number, visit the Anchor Link Resource Website to learn how to find your organization鈥檚 Task Number.
When entering information in Oracle, the set of numbers below is what is entered in the system to complete a requisition or expense report. The POET string (Project, Organization, Expenditure Type, and Task numbers) and COA (Chart of Accounts) strings are the same for all Non-Greek Student Organizations except for the 'Task Number' which is an organization鈥檚 unique identifier and the 'Expenditure Type' which varies depending on the expense listed.

How to Charge a Greek Organization
In order to charge a Greek student organization, you will need to input the organization's student task number in Oracle, our finance software system.听

Overview
Student Organizations are able to make purchases a variety of ways. If your organization is affiliated with an office on campus, please contact that office directly for assistance with purchasing. All Purchase Requests require advance approval from the organization鈥檚 adviser.

Requesting Adviser Approval
Student Leaders seeking to spend funds or get reimbursed must first get approval in writing from their organization adviser.听 Students must provide advisers with answers to the following questions:
- Organization
- Organization鈥檚 Task Number
- Task Number is also called External Account ID in your Organization鈥檚 Anchor Link Account.
- Reason for Purchase
- Vendor Name(s)
- Estimated Cost
- Student Organization Funds Provided
- Funds Available in Org Account (How to check for funds)
- Form of Payment Requested
- In person (P-Card to be Checked Out)
- Online Purchase
- Merchandise and apparel order (Purchase Requisition for University approved supplier)
- Reimbursement for items purchased
- Requested Date to Check Out P-Card or receive purchased items:
- If traveling outside of the Greater Nashville area, provide dates, location, and persons traveling (View travel policies)
Once the org adviser receives this information, and approves this request in writing, upload the email thread to the Purchase Request Form.

How to Purchase Items
If you would like to purchase items for your student organization there are several options:
- In Person: Purchases are completed by requesting a P-Card.听 It is required this request be submitted at least two weeks in advance.听 A P-card is a credit card issued by 黑料社区 for the purpose of making purchases for Student Organizations.听 Most undergraduate student organizations will be asked to pick up a P-card in Sarratt 207, though some may have processes that include picking up cards at other locations. This card is to be used for local, in-person purchases only and cannot to be used for online purchases.
- Online: Online purchases听will be made by a staff member on your behalf. Please submit this request two weeks before the payment is needed. These purchases can be requested by completing the听听.
- Merchandise and Apparel: Orders should be placed four weeks before the items are needed. View more information.
- Payment to Service Providers: Can be requested by completing the two weeks in advance. New suppliers will receive an email with instructions on how to register as a supplier at 黑料社区. For more information about Professional Services (Contracts, Conflict of Interest Statements, etc.) please visit the听.
- Reimbursement: With pre-approval from your organization鈥檚 adviser, you can submit an expense for reimbursement by using Oracle. This applies to purchases that are made by using personal funds.

How to Make Deposits

Deposit Funds
Email Mark Leners at mark.leners@vanderbilt.edu with your RSO鈥檚 deposit information. It must include the following:
- Name of Organization
- Task number or COA string
- Amount of deposit
- How the revenue was earned
- Your name and best way to contact you
- Date of deposit
If Your Deposits are Checks听
Checks should be made payable to 黑料社区. The specific organization task number should be written in the endorsement section of the back of the check leaving room for the endorsement stamp. Mail or hand deliver check deposits to Sarratt 207 during regular business hours.
If Your Deposits Are Cash
You must go to Sarratt 207 during regular business hours to complete the deposit process. If all of the steps are not completed, we cannot guarantee that the deposit made will make it to your organization.

Tax Exemption
All retail sales of tangible personal property are subject to state and local sales tax, unless specifically exempted by statute. Most purchases made by 黑料社区 are exempt from sales and use tax. For the transaction to be exempt, the property must be for use within the confines of our exempt purposes.

Purchases made by individuals using their personal funds for which they expect to receive reimbursement are discouraged. If a member of a student organization purchases an item with individual funds, although it is for 黑料社区 use, sales tax must be paid. When the student is reimbursed for this expense, the University indirectly pays the sales tax associated with the transaction. This increases the cost to 黑料社区 by 9.25%.
How to Complete Reimbursement

Overview
Students who purchase items on behalf of their organizations may be reimbursed for their purchase if their group has funding available in its account and received adviser approval. Below are a few resources to help with the reimbursement process. Each student will be responsible for completing their expense report in SkyVU (Oracle). Instructions on completing an expense report can be found below.
If you have questions about submitting a reimbursement request in Oracle, you can visit office hours in Sarratt 207 for in-person guidance. Office hours are held during the academic year on Monday 鈥 Friday from 9:00 a.m. 鈥 4:00 p.m.听

Students Seeking Expense Reimbursement
Reimbursement approval from the adviser of the organization needs to be attached to each expense.听 Approval should be requested听prior听to the purchase. Co-sponsorships cannot be used for reimbursements.听 Each expense should be its own expense item.听 Attach itemized receipts for each expense.听 There can be no reimbursement without a receipt.
The COA String should reflect: 300.10.30500.xxxx.071.000.000.STU.0听 NOTE: The xxxx is a place holder for the account number generated by the system when an expense category is chosen.

To avoid losing the data that has been input, remember to save each expense as it is completed. This guarantees your changes for that expense will be saved.
After all expenses are entered and saved, save the report before closing or submitting it. This will guarantee the expenses you entered will be accurately saved.

How to Complete Reimbursement Report in Oracle Cloud
As the student submits their expense reimbursement report online in Oracle Cloud, the student will be required to upload receipts and attendance data. They should prepare the receipts and documents for upload by having them accessible on their computers, so they can easily browse and select the documents. Please note these important facts about receipts that will prevent your report from being rejected and sent back to you:
- Receipts must have proof of payment shown by the vendor. This is usually the last four digits of your payment card. If the proof of payment is not on the receipt, your reimbursement will be rejected. Another document you can provide for proof of payment if needed, in addition to the receipt, is a print-out of your bank statement that shows your account鈥檚 last four digits and the relevant charge (you can cover up the other numbers).
- Receipts should not have sales tax. 黑料社区 is tax exempt. The Dean of Students鈥 Office and all administrative offices on campus can provide students with a copy of the 黑料社区 tax exempt certificate to provide to vendors so that sales tax will not be charged.
- Receipts must be legible and itemized. If the receipt is not itemized, contact the vendor and request an itemized receipt. If you are unable to provide an itemized receipt, note in comments on the report why you could not do so.
- Alcohol purchases approved by an advisor for professional/graduate students should follow the policy of Student Organizations.
In addition to uploading the receipt(s), the student will also need to include the Anchor Link event URL and the list of attendees.听In the description field of the expense report, the student should note the organization鈥檚 name and the name, date and location of the event.听Once your receipts and other necessary documents are ready for upload, follow these instructions to submit the report:
- Log in at Oracle Cloud using the link and instructions at top. Note that your log in provides your name and direct deposit data to the Payment Processing Department. Your reimbursement will be a direct deposit. If you are a student employee, your Student Employment payroll direct deposit will be used for the reimbursement.听If you have never been a student employee, you must first set up a direct deposit:

- Click 鈥淪ave and Close鈥 at the top of the report.
- You will be redirected to a different page, select the transaction, and click 鈥淎dd to Report鈥. You will need to include a 鈥淧urpose鈥 (or description).
- Go back to the top of the report and agree to the expense policies and click 鈥淪ave鈥 then 鈥淪ubmit鈥.
Your submitted report will route to the designated financial unit manager for approval. If there are any questions or problems with your submission, that manager will contact you.

What If I Do Not See The Expense Tab In My Account?
- Log into Oracle with your VUNet ID and password. Click on the 鈥Me鈥 tab, then, on the 鈥Show More鈥 option at the bottom. Select, 鈥Share Data Access鈥.
- Click on the widget on the right side of the screen that looks like a vertical gold button with a cursor and navigational cross.
- Search for Share my data access, which will lead you through the process of how to share your information.
- In the upper right corner of the white box drag your mouse pointer over +Add box. It should turn gray. Then click on it. A dialogue box should open. In the Search Box search for听Mark听Leners. Please provide US citizenship status (Yes or No), your address, and the earliest expense date in the notes box. Then click the submit button.

University Funding
- Annual Student Organization Fund Allocation鈥攁pplication process occurs in the spring for the following academic year; you may access the application on your organization鈥檚 Anchor Link page.
- Up to听$3,000听of an organization鈥檚 allocation may be used for purposes internal to an organization, such as retreats, t-shirts or other similar items.听 Exceptions to these restrictions may be made with approval from the Dean of Students or the Dean鈥檚 designee.

General Guidelines:
- Each organization can have three events funded by VSG per year
- Generally, student organizations are awarded up to $500
- Applications must be submitted by the 15th of the month.

Fundraising On Campus
Events
- The collection of entry or admission fees for events such as fun runs and walks, fundraising performances or concerts, etc.,听is allowable, as is drawings for door prizes awarded to individuals present.
- Entry fees, and cash awards for, events that involve an element of chance such as a raffle, a card tournament, a 鈥渞ubber duck drop,鈥 or a casino night,听are prohibited by both University policy and government statutes.
- Proceeds from events may benefit the organization (i.e. ticket sales deposited directly into the organization鈥檚 account) OR a separate entity (i.e. ticket sales benefiting a charitable organization);
- Service Auctions: Only specific services may be offered (i.e., car wash, the preparation of a meal). The offering of unspecified labor鈥攆or either a specific period of time, or an open-ended period 鈥 is prohibited.
- Offering services听that require a license (haircuts, manicures, massages, etc.),听is prohibited, as is the offering of services that are in violation of the law or University policy, and services that potentially endanger the health, safety, or well-being of students or others.
- The 鈥渁uction鈥 of听individuals听is prohibited, as is the auction of unspecified services of individuals (i.e. Date Auctions).
- Advertising and promotional materials for service sales and auctions must list the services on offer.
- Advertising and promotional materials must provide the name of the organization(s) receiving the funds raised.
General Funds for the Group
- Registered听student organizations may engage in the distribution of items for a听suggested donation听when the funds raised are for the use of the organization in its regular activities (including philanthropic efforts) and are deposited into the organization鈥檚 University account.听
- Registered Student Organizations that receive Student Organization Funding may charge no more than $20 for event attendance, with the exception of Rites of Spring, Commodore Quake and Lights on the Lawn.
- Merchandise听(t-shirts, pens, sunglasses, etc.)
- Must be offered for suggested donation; some groups offer tickets at different values based on whether you receive a t-shirt with the purchase.
- If the 黑料社区听mark is printed in any way, must be approved through听Trademark and Licensing.
- Students must use an听approved vendor.
- 黑料社区 will not approve the use of its name or marks to promote the following products: tobacco, controlled substances, sexually oriented products, alcohol, religious products, bathroom articles, or games of chance.
- If you use Student Organization Funding to purchase t-shirts for raise funds for an outside organization, you can only donate the amount raised over the amount spent听in Student Organization Funding.

Fundraising Off Campus
All Student OFF campus fundraising efforts must be approved by the Dean of Students or designee and the Offices of Annual Giving, Gift and Donor Services, or Corporate and Foundation Relations as needed.
Local Restaurants
- Fundraising events in limited service restaurants (i.e. bars), as defined by Tennessee statutes, or at any location where money is collected at the door, or through any other arrangement, with an establishment involving financial transactions that circumvent the University鈥檚 accounting system,听are prohibited.
- Partnerships听with other restaurants to benefit student orgs听is allowed.
Corporations
- The Office of听 helps to determine whether funds donated are gifts to 黑料社区 (tax deductible) or not based on whether the company receives a benefit for participating. The Office of Annual Giving also processes gifts to 黑料社区 and receives checks for student organizations. The memo must mention the RSO鈥檚 name and task number.

Funding Guidelines
General Guidelines
- Adhere strictly to local licensing laws and University trademark and licensing policies.
- Obtain authorization from the Division of Administration before selling newspapers and newsletters.
- Restrict the use of 黑料社区 property (including the Commons Center, the Student Life Center, P.O. boxes, and data networks) to University-related business and activities only.
- Refrain from door-to-door solicitation in residential areas unless explicitly granted written permission by the Dean of Students office.
- Restrict the sale and solicitation of event tickets to members of registered student organizations.
- Distribute items for a suggested donation, ensuring all raised funds support the organization and are deposited directly into its University account.
- Avoid hosting fundraising events at 鈥渓imited service restaurants鈥 (bars) or locations where money collected at the door circumvents the University鈥檚 accounting system.
Co-Sponsorship Funding
- Prepare a detailed budget allocating funds for specific needs and participate in the Student Organization Fund allocation process.
- Apply for co-sponsorship funding by contacting eligible groups or offices (VSG, VPB, and select Dean of Students departments) individually.
- Restrict financial co-sponsorship requests to a single department within the Dean of Students operation. Avoid soliciting academic departments, multiple Dean of Students departments, or outside University programs.
Dues, Ticket Sales, and On-Campus Fundraisers
- Charge membership dues and event admission, capping event attendance fees at a maximum of $20.
- Award door prizes via drawings exclusively to ticket-holding event participants. Prohibit the sale of tickets for raffles or lotteries.
- Coordinate with the Sarratt Box Office to enable event ticket sales using the Commodore Card.
- Restrict the sponsorship of non-黑料社区 commercial goods or services sales to traditional 黑料社区 events (e.g., Homecoming, Rites of Spring).
- Exclude tobacco, alcohol, or related promotional items from auctions and all other fundraising activities.
Service Auctions
- Explicitly detail all services offered and include the name of the beneficiary organization in all advertising and promotional materials.
- Exclude services that require a license (e.g., haircuts), violate laws or University policies, or endanger the health and safety of others.
- Strictly forbid the auctioning of individuals and unspecified labor.
Off-Campus Fundraising: Area Merchants and Corporate Sponsors
- Obtain authorization from Student Organizations, Leadership, and Service for donations under $1,000, or from the Office of Annual Giving for donations over $1,000. Route all contributions through the Office of Gift Processing.
- Develop a written co-sponsorship agreement (email kaitlyn.o.garrett@vanderbilt.edu to initiate this process).
- Recognize the assistance of co-sponsoring merchants or corporations in event programs, banners, displays, or memorabilia. Refrain from soliciting business directly on their behalf.
- Reject co-sponsorships from alcoholic beverage or tobacco brands and distributors.
Soliciting For Charity
- Collect admission fees for standard fundraising events like fun runs, walks, performances, and concerts.
- Prohibit entry fees and cash awards for events involving elements of chance (e.g., raffles, card tournaments, "rubber duck drops", or casino nights).
- Maintain detailed financial reports of expenses, income, donations, sales, and disbursements, making them available to the governing body.
- Submit all net funds directly to the designated charity.

How to Make a Donation
To make a donation to our office or specific student organization, follow these steps to ensure the donation is made to the correct designation:
- Visit听

- Enter the value of the donation
- Select 鈥淚鈥檇 like to search for different option鈥
- In the 鈥淪earch鈥 field, enter the name of the organization

How Does My Organization Get Funding?
Newly Registered Student Organizations (RSOs) may review the information below for funding sources:
Student Organization Fund
- As part of standard tuition and fees, each 黑料社区 student pays a Student Services Fee. The fee collected helps support RSOs. A portion of the Activity Fee is allocated to RSOs through the 黑料社区 Student Government (VSG) Student Organization Funding Committee. RSOs are eligible to apply for Student Organization Funding each spring semester for the following academic year.
- All student organizations are split into six subcategories: Arts,听Cultural,听Programming,听Religious,听Service, and听two subcommittees for听Special Interests. Make sure you are listed as an听officer听on Anchor Link to keep up with all the updates during the process. Information will be provided through the Anchor Link Leaders listserv. To be added to the Anchor Link listserv, please fill out the听 on the Anchor Link page.
- For the most updated information on Student Organization Funding allocation and for deadlines on application submissions, please go to the听.
Other Funding
- A limited amount of additional Student Organization Funding is available for new or unique initiatives from existing RSOs or for new organizations not able to apply for Student Organization Funding through the听Student Organization Fund鈥檚听Contingency Fund.听 The form is available on the听听for the Student Organization Funding Committee.
- VSG Co-sponsorship: VSG has a limited amount of co-sponsorship funding available to RSO鈥檚 for program initiatives.听 Forms are available on the VSG听听page.
- Graduate Student Council (GSC): offers a limited amount of funding for graduate student organizations. Contact the GSC President at gsc@vanderbilt.edu for more information.
Depositing Funds into the RSOs Center
- An organization may collect money through fundraisers, dues, ticket sales, or similar activities. Funds (cash and checks) collected in this manner should be deposited as soon after collection as possible. Organization monies should not be kept in your personal possession.

How Do I Pay for Expenses Associated with My Organization?
Organizational funds can be used to pay for expenses related to organization activities. This includes expenses from within 黑料社区 and expenses associated with outside vendors.听 Expenses are generally associated with organization events, meetings and programs.

What Role Does My Adviser Play?
RSO Advisers provide institutional knowledge about University policies, guidance on leading your student organization, and serve as the approver of financial matters in your organization. They should be consulted for event planning, making purchases, and advice on the overall goals of the organization. Adviser approvals are needed on the following:
- P-Card: Your adviser must email the appropriate person in order to request use of the p-card on your behalf 24 hours prior to your need to use it.
- RSO Registration: Your adviser must sign-off in agreement to your organization's constitution and affirm that your group will comply with University policy, including the Non-Discrimination Policy.

How Do I Create a Budget?
When considering your听budget听for the year, keep the following in mind:
- Be sure that your programming initiatives align with the mission of your organization.
- Be fully aware of how much funding the RSO has in the account at all times.
- Monitor expenditures in Anchor Link.
When developing听event budgets, keep the following in mind:
- Some rooms are free but may have charges for housekeeping, room set-up, A/V equipment, etc..
- Most outside spaces are free, but you may be charged for set-up, depending on the event needs.
- Do not depend solely on co-sponsorships to fund events.
- If the RSO receives Student Organization Funding, be sure you are aware of what your organization committed to spend in the Student Organization Fund application.

Are My Purchases Tax Exempt?
As an RSO, your organization is considered to be a part of 黑料社区 and as such is afforded use of 黑料社区鈥檚 tax exemption.听 In order to make purchases, you must physically have the Tax Exempt Certificate with you at the time of the purchase whether you are using your own money or the P-Card.听
If you are using your own money, please note that you will not be reimbursed for taxes you paid on supplies for your organization.听
